We own two, and we bought some for my parents. They don't deter theft per se, but they might notify you of theft quickly and help track down an item if stolen.

However, a cruise is not best use case for an AirTag, given the confined area means less chance to misplace something, and you're living with a highly supervised and less criminally inclined population who can't exactly escape after stealing something. Moreover, the app will only show that your luggage is somewhere in ocean, roughly northwest of your present location - not even which deck.
The first cruise coming up we'll be flying to.
Like I said, we have AirTags and think they are moderately useful and wouldn't discourage you from paying $25 a pop for them. That said, losing luggage at the airport or on a cruise ship doesn't really strike me as a common problem that would be mitigated by a tracker. I did put one in my luggage on a trip to Japan specifically because we often stored luggage in lockers within a sprawling train station, and I wanted to be able to find it easily. Problem was that Tokyo train stations have many floors above and below ground but the tracking is two dimensional so only approximate.

More typically, I put one in my computer bag, and it notifies me when I leave it behind. Others do this to track keys, purse/backpack, pets, their car, etc.
