As with most things, you'd rather do it when the market is up because that means you have more money to spend after withdrawing... But alas, we don't know when the market is up or down relative to the future anyway.
It is hard to see what you are really asking about here, in-kind transfers and number of shares are red herrings since withdrawing cash and buying new shares has the same exact outcome. So what is the actual decision you are evaluating?
