It seems surprising that an employee has both a 401K and 403B at the same job. Maybe they are working 2 different jobs?
In my experience 403Bs can be as good as 401Ks. It seems to be that hospital/medical 403Bs are often competitive with 401Ks whereas k-12 educational 403Bs seem to be uncompetitive (just an observation from the forum).
My 403B has Vanguard institutional funds (for example).
I like etfs in taxable but the mutual funds you picked out are fine.
