As others have stated, it's done by processing date, not event date. Why would the order matter?
The order can matter if the co-payments on different bills are at different rates,

For example, suppose that your plan charges 10% co-insurance in network once you have met your deductible, and 20% out of network. You are $200 under your deductible, and an out-of-network doctor bills you $200 for a visit and orders $200 of tests at an in-network lab. If the lab bill is processed first, you pay $200 for that, and then $40 for the out-of-network doctor visit. If the doctor bill is processed first, you pay $200 for that, and then $20 for the in-network lab.

But in neither case will you pay $400.
