I found it very easy at Schwab to update cost basis for securities without any. I was able to do it online. For shares that already had cost basis but needed correction, I had to use a form.

Schwab says:

Thanks - and this was for 1099s not just onscreen cost basis?

Yes, it was reflected in the 1099s. That was the whole point because I had some actively managed funds I wanted to sell out of but not everything all at once.
