My 1099-SA HSA form from 2023 includes the following statement:
"You may repay a mistaken distribution from an HSA no later than April 15 following the first year you knew or should have known the distribution was a mistake, providing the trustee allows the repayment."
My credit union had a form, which I filled out and sent in and after much discussion and finally a request to escalate the issue to a manager, I was able to repay a large number of mistakes. At one point they told me their HSA consultant said I couldn't repay the expenses because they weren't qualified medical expenses.
For your $19 it seems like the hassle to repay isn't worth it.
