It is possible for the Medicare IRMAA MAGI thresholds to decrease year-over-year.I can't see why not. I don't think IRMAA bracket thresholds have ever decreased year-over-year. Could they ever decrease? I presume not, but I don't know the theoretical answer to that.
In the law, 42USC1395r, about the amount of premiums, subsection (5) "Inflation adjustment" includes a subsubsection (A) that indicates that the inflation adjustment for a year uses the excess of the 12 month average CPI-U ending August of the preceding year over the average ending August 2018. The adjustment is done relative to the thresholds for 2019, not relative to the thresholds for the previous year.
