Since you don't need the money within the next year it makes perfect sense. The breakeven time from 0% to 1.3% is about 9 months for anything you bought less than 5 years ago (3 month interest penalty).
By the time the new Ibonds are liquid, they will already beat the original.
Technically it would have been even better to buy in April to lock in the higher variable rate for the first 6 months, but it's too late and won't make any difference by 2024.
