Finger Lakes have been mentioned, I don't know how that interplays with your insurance, but there are many absolutely lovely towns in the region with reasonable costs, and being served by tourists from the nearby mid-size cities as well as further afield, it is fairly lively, especially in the summer. I'd look through that area. It's somewhat car-centric between towns but many of the villages have walkable town centers and roads are quiet.

If you care about air travel, look at towns closer to ROC or SYR. If you don't, Ithaca is a beautiful city served by a very mediocre airport, but has gotten more expensive as more people figured that out. If the prices don't work, there are some villages around it that are only 10-15 minutes into Ithaca.

You'll often see the Finger Lakes as a recommendation on the r/SameGrassButGreener subreddit, for a reason.
Traveled the world in military and international business development and there are few places as nice as the finger lakes region in the summer and fall.
Skaneateles, Ithaca, Watkins Glenn, Hammonsport … beautiful tree covered rolling hills with fresh water and wineries and great people.
