There is a difference between paying creditors that file claims with the probate court and proactively paying bills that you find lying around so my attorney when I handled my mother's estate recommended the former and we took in any that filed during the year the estate was open and handled those. That's unusual advice. I can't remember an executor not paying the decedent's debts.
The executor could have personal liability if he/she makes distributions without paying known creditors.
