Lots of ETFs would track almost exactly with VTI without being VTI and have very low ER. Like ITOT, SPTM, even VOO or SPY. A Russel 1000 ETF like Vanguard's VONE. Or the Russel 3000 Vangaurd etf VTHR.

I suspect the other one you have in mind is not a broad diversified ETF. Like maybe one that only holds a certain sector like Healthcare or Utilities. Or maybe it is actively managed. Things like that will have higher expense ratios. Or perhaps it is a very small ETF those will have slightly higher ERs vs large ones with tons of assetts.
