At least with Windows Pro, at the screen where you enter or make a Microsoft account, there is a text link about not having an online account. That allows the creation of a local account with no online account.
For my home or very small business clients, I like for them to make an online account when setting up a new PC. We may still make a local standard user and local admin account and plan for which people would use which account. That way if they lost the local admin info they would still have that online admin account or could reset it with the email.
