I would assume that fees are determined at the employer level. The PCRA is not really "your" account, just a subaccount of the employer plan.

The AOA ETF from iShares seems similar to the other funds you mentioned. You might see if you can purchase that without a fee, if the Fidelity and Vanguard funds don't qualify for commission-free trading.
I forgot about those asset allocation ETFs from iShares/Blackrock. I checked and I can indeed purchase those with no fee since all ETFs are commission free. Not as convenient as mutual funds, but definitely an option. Thanks for mentioning it!
