I forgot about those asset allocation ETFs from iShares/Blackrock. I checked and I can indeed purchase those with no fee since all ETFs are commission free. Not as convenient as mutual funds, but definitely an option. Thanks for mentioning it!I would assume that fees are determined at the employer level. The PCRA is not really "your" account, just a subaccount of the employer plan.
The AOA ETF from iShares seems similar to the other funds you mentioned. You might see if you can purchase that without a fee, if the Fidelity and Vanguard funds don't qualify for commission-free trading.
