Having owned several properties in Ca, including having closed on one this summer.... A buyer is clearly warned that property values and taxes are reassessed on sale, and it may be some time before the bill is presented. The "usual" delay is ~6 months, and while I agree that it seems like they should get on it way faster, and certainly much less than 4 years - they are in the right. You owed the higher tax on the current value of the property, and you were undoubtedly aware of that the entire time you owned it. The bill just came late. I would hope that you can point out that any fees or late penalties are unwarranted as it was their fault, but the tax bill is real.
